Q: I am trying to activate my new Iphone 5 and I am connected to wi-fi...but old 4s will not transfer data

I am trying to activate my new Iphone5 and I am connected to wi-fi but the new phone is still reading no service and my contacts,apps, and info not synching with old phone.

iPhone 5s, iOS 7.0.4
