Can not receive tabs from other devices on ipad air

Purchased an iPad air and used iCloud account to set it up. The iPad will retrieve all iCloud info except for open tabs on Mac and iPhone. Spoke with Apple regarding this problem and was told its a settings issue. Private browsing is off and all setting are the same as the settings on prior iPad 3. Is anyone else having this issue?
