Every safari tab includes this thick bar at the top of the screen for some wikia app. When I try to press the x next to it, it doesn't go away. I tried turning my iPad on and off, and my pop up and ad blocker on safari is enabled in settings. How do I remove this annoying bar?

Try a reset: hold down the home button along with the power button until you see the Apple, then let go. (This is different than powering off & back on.)
Sorry, this is what I meant by powering off and on. It didn't help when I tried it, but I'll try it again.

I had the same problem. These steps cleared the wikia bar. Go to settings and select Safari. In the right side window, scroll to the bottom and select Advanced. Then select the first option called Website Data. After the websites load, you will need to find the Wikia.com entry. You may need to select the show all site link at the bottom. Once you find it, select Edit at the top right and delete the Wikia.com entry. Close safari, then reopen and the Wikia bar is gone. I have IOS 7.1. Hope this works for you too.
