I wonder if my competitor is spying on me. I have a lot of static on my iphone but not for every call. I hear break up of another person speaking. I wonder if it is tapped. What should I do?

The tapping of, or recording of telephone conversations, at least in the United States, requires a court order, that has to be substantiated with probable cause for the wiretap order. I will guarantee you that most judges require a great deal of credible information that something criminal is going on before they will sign off on an order. Someone doesn't just go, hey, let's tap someone's phone.

If a government agency has a proper warrant, they can get access to a lot of information. However, the Department of Corrections isn't usually one of those agencies. Unless, of course, you're an inmate.
If you have solid reason to suspect your phone to be tapped - and just having static on the line is not solid evidence that someone has tapped your cell connection - you will need to contact your cell carrier and perhaps the FBI.
I would suggest you first talk to your cell carrier's support group about the static problem. It may just be an issue with their connection in various areas.
