Q: phone is not ringing with certain calls

My new iPhone 5c has not been ringing when certain numbers call. I do not have them blocked, nor is my phone on silent or vibrate. Also, some texts have failed to go through, but I they can see my reply when they text me/

iPhone 5c, iOS 7.0.4, it will ring on certain calls

Is the device in Do Not Disturb mode?

If not, basic troubleshooting from the User's Guide is reset, restart, restore (first from backup then as new).
