So Apple's design is based on a single use case: conserve battery. It's jaw dropping that it was never considered for anything else like a temporary hot spot for a home, office, or construction site, whereby several devices need use of the iPad's hot spot and power is not a problem.

Your phone will automatically stop broadcasting using Wi-Fi if you put your device to sleep or after 90 seconds elapse with no devices connected using Wi-Fi. You can start broadcasting your Wi-Fi network again by tapping Settings > Personal Hotspot.

Done by design to conserve battery.

Settings>General>Auto-Lock>Never.

Be aware, you'll be measuring your battery life in minutes if you forget to turn that off.

Sorry, no. Things are just designed the way they are, & thus there's really no way to do what you want.

Just
