My problem is when downloading files. The icon with the progress bar appears on the desktop but after the download is complete that icon stays.
If its a zip file i can unzipped without any problem but the icon is still with the progress bar… ¿? weird! any suggestion?

Go to Finder> Select "Go" from the Menu Bar in the top of the Computer Screen> Hold the "Option" Key on the Keyboard and select the Hidden Library under the Home Icon>Go into Safari Folder> Select Downloads.plist and move this file to the Desktop> Restart Computer
Move Downloads.plist file to Trash Empty Trash

If downloads are coming from Chrome, should I be looking for Downloads.plist in the Chrome folder?
I have this too and have never found a solution to keep it from happening. When it does, though, it's easy to get the icon back.
RIght-click the file with the bad icon and select "Get Info." Select the icon next to the title. Press Cmd-C (copy), then Cmd-V (paste). Close the info window. The icon should now be back to normal.
still happening in Yosemite 10.10.3...
Can confirm this still occurs ni Yosemite 10.3.3.
PDF files downloaded via Chrome browser have this problem. Copy/paste icon in info properties fixes the problem for that one file only. Still no fix in general.
Next Step- delete the copied icon in info... the original returns back...
