My iPhone won't sync my music

My iPhone connects to my computer and shows up, it then looks like it's syncing and backs up the iphone but the new music I have on itunes won't transfer to my iPhone. It goes through the sync process but it looks like it skips step 5 completely. Please help me

iPhone 4S, iOS 7.0.4
