how do i check if my phone is unlocked

I bought an iphone 5 on ebay. He said it was unlocked and that it was an AT&T phone. I checked the imei number on iphone IMEI and it said it was an AT&T phone then the only option it gave me as far as selecting the carrier was T Mobil. I gave the phone to my brother who is living out of the country and he called me and said it was a T Mobil phone but the guy I bought it from said it was a AT&T. I dont know if it is unlocked, can I check on the apple site? Does anyone have any advice for me. I dont trust the guy I bought it from but oh well.might have to return it but its out of the country.

The easiest way to see if the device is unlocked is to try a foreign SIM in it. Is that what your brother did? Why does he believe it is a t-mobile phone? If it is still locked, you would need to call Apple to see who the device is locked to if it is. They can tell you that based on the serial number. If it is locked to a carrier, you will need to contact that carrier and see if they provide unlocking services. If they do, find out if you qualify. If you do, follow their instructions. If you do not, then there isn't anything else you can do buy sell the phone or return it to the seller on ebay for false advertising.
