I changed my Apple ID and password on the apple website but changing it on Ipad to connect with Icloud using new parameters seems to be a problem, will not accept new pw for deleting old account. Please help

Of course not. You need to first enter the old password to disconnect the old Apple ID.
What is it you are trying to do? Why do you need a NEW Apple ID instead of just changing your current Apple ID to use a new email address for example?
I hope you know changing your Apple ID - at least for iTunes - will remove your ability to use any apps that you have purchased using the old ID.
