how to zoom out smaller than 25%

Now the smallest default zoom out is 25%, but sometimes I can still not see the whole layout.
How to zoom out even smaller?

I design very large banners and have the same problem. I'm doing a 10 foot by 7 foot banner and I can't zoom out far enough to see the whole thing. I have to print to PDF if I want to see it all in one image. This is beyond stupid. I feel your pain.

Tested on MacOS Sierra 10.12.1
Before you go chasing Pages 4 (Pages '09) it also has a limit of 25% zoom (under MacOS Sierra. I can't remember how Pages 4 behaved under previous versions of MacOS).
Pages 4 under Sierra does not obey System Preferences > Trackpad > Scroll & Zoom > Zoom in or out > Pinch with two fingers.
Pages 6 does obey the two-finger pinch (handy for zooming between the pre-set zoom levels) but still has a limit of 25% zoom.

Perhaps Pages is not the best tool for the job you want to do, and you should be looking for a more 'professional' page layout tool that is up to the task you want to assign. There are several on the market.
Pages 5 and 6 are, at best, 'consumer level' applications. Considering the changes from version 4 to version 5, I would not hold out much hope for future versions to become 'professional' level applications.

The most you can zoom out is 25%. When I go to 25%, and then go to View>Zoom, Zoom Out is grayed out indicating it won't go any smaller.
You could try to make the window bigger if possible so that you can see more of the layout.

This is why I still use Pages 4. There are so many items in Pages 4 that still can't be beat. The team that designed Pages 5 should be forced to use it.
Fairly obvious solution:
Do it to scale (say quarter) and use Print percentage (400%) to make it the actual output size you want.
