Preventing Hard Reset/DFU on stolen iPAD

Is there anyway to prevent a DFU/Hard reset on an iPAD? iCloud is set up per user, non enterprise friendly. Setting up a restore password after a DFU/hard reset would restrict the usage becoming a deterrent. If a device is stolen the culprit can do a hard reset before it is reported stolen and log on with a different icloud account.
