Have you tried the "erase all content and settings" in Settings -> General -> Resets? If that still doesn't work, connect the iPhone to your computer and restore it. Note that in restoring it will be upgraded to iOS 7, so if you have Find My iPhone set up in the iPhone, turn that off first.

Regards.

Before Sellings or giving away your iOS Device...

If desired, move photos/videos off the Camera Roll: http://support.apple.com/kb/HT4083

If desired, backup the device to iTunes or iCloud: http://support.apple.com/kb/ht1766

Then, on the device...

  • Settings > Messages > iMessage > Off
  • Settings > FaceTime > Off
  • Settings > iCloud > (scroll down) Delete Accout (this only unregisters and deletes it off the device)
  • Settings > iTunes & App stores. Tap the AppleID and sign out.
  • Settings > General > Reset > Erase All Content and Settings

Unregister your device at https://supportprofile.apple.com

If you make it a habit to regularly sync your photo, then you can safely delete photos on your iPhone, freeing up valuable space. Whether you need to free up some space, or are just tired of a song or artist, there are times when you want to dump the photos on your iPhone. This article will show you how to do that with minimal fuss.

Only simple deletion or 'erase all content and settings' will not far enough to delete data from iPhone completely, it still can be recovered by some iPhone data recovery. I suggest using professional third party app - iPhone Data Eraser app, which can deeply scan and permanently erase everything on your iPhone without restore.
