I have a new iphone and I would like to wipe my iphone 4 clean to give to my sister. I have deleted all the apps and music but my photo albums won't delete? Does anyone know how I can do this please?

Have you tried the "erase all content and settings" in Settings -> General -> Resets? If that still doesn't work, connect the iPhone to your computer and restore it. Note that in restoring it will be upgraded to iOS 7, so if you have Find My iPhone set up in the iPhone, turn that off first.

Though you can erase entire iPhone and then give it to you sis. It's recommended that you backup important data on your computer in case someday you need them. You should transfer photos from iPhone to computer and backup videos, sms, music, etc. to local disk or external hard drive.
Only simple deletion or 'erase all content and settings' will not far enough to delete data from iPhone completely, it still can be recovered by some iPhone data recovery.
