The iWork apps are free on a new Mac purchased after 1 OCT 2013.

The iWork apps are also free on a Mac to folks who have the most recent previous versions of the apps on their Mac. Anyone else with older versions of the apps or who does not have the apps at all will need to buy them.

The iWork apps are free on a new iOS device bought after 1 SEP 2013. Anyone else will have to buy them.
