Can I sync contacts in the iCloud by just referring to a URL? Something like www.icloud.com/#contacts.
That would help me to sync contacts on my vintage V3x RAZR Motorola.

Yes, but you can only subscribe using an iOS device or Mac, or a PC using the iCloud control panel.
