Time Machine not backing up all my files

I've just noticed my Time Machine is only backing up 35GB of my (nearly full) 120GB MacBook Air. It would appear it has only ever been doing this. When I go to System Preferences then Time Machine, the only exclusion files listed is the name of the External Hard Drive I use for the back up. When I look under the folders in the Time Machine there are no photos or videos etc. It seems to be mostly program files. Please help.
