iCloud Control Panel

Have icloud set up on my iPhone4 (photos is turned on). I installed iCloud control Panel on PC (Windows 8). iCloud photos/Photo stream was working until I installed ios 7 on my iPad mini. iCloud photos disappeared.

I just reinstalled iCloud control panel, but cannot select photos box to set it up again. Obviously, nothing shows up in my iCloud photos, but all photos (up until I updated) show up in a photo stream folder in my pictures library.

Why can't I select photos on the control panel?? Does my iPhone have to be upgraded to the ios 7 as well? I have not upgraded to ios7 on my iPhone 4 because our company's IT department states that ios7 on the iPhone4 does not work well with our system.
