Mavericks Hard Drive Size allocation (Restart Required)

This problem has been happening since I upgraded Mavericks.

Every time I make changes to a storage device such as internal HD, flash drive, etc and delete files the OS does not recognize that space has been freed up.

I must restart the computer with the storage device attached, and then it seems like the OS refereshes with the correct amount of storage, only after. Then I can add more things on.

Why is this happening? It is very frusterating when making modifications to movies and music.
