While setting up New iPhone. Screen stop with iTunes symbol. Also as picture of the power cord on the screen. Seems to be stuck there?

That screen is indicative of Recovery mode. How much of the setup/activation had you completed when that showed up? Were you/are you connected to the computer? What model of iPhone is it you are trying to activate?
I do not have it hooked to a computer. I never have done that. But i'm willing to try it. Not sure what to do from here. Any idea? thanks for your help in advance.
Is this a brand new device? What part of the setup were you at, as I asked before? You also did not answer what model of the iPhone this is.

Walked away while uploading what? You say you have not connected to computer, so was this an iCloud restore or what? You say a new device, are you talking about a 5c or 5s?
Yes ICloud restore. I phone 4S.
Alright, you are going to have to connect to the computer and iTunes and follow the information in this support document to first restore the device. After that, you can set it up as new, then restore to your iCloud backup after that. http://support.apple.com/kb/HT1808
I have it plugged into iTunes on computer right now. It's in iPhone recovery mode as I type. Status bar says 10 minutes remaining. Think i'm on to what I need
