iphone 4s will not turn off

Hold the Lock Button and Home Button for 5 seconds.

IT DID NOT WORK THE APPLE I CON JUST FLASHES

That's what it is supposed to do. Did it come back to your lock screen? I have had my iPod touch freeze "on", and I reset it to bring it back normally.
