Lost iPad mini

I have lost my iPad Mini 64GB just before couple of hour. iPad supports 3G but Sim is not inserted. It is installed with latest iOs 7.0.4 and even i have installed Find my iPhone. I have done all the process through iCloud. So, my question is..... Can that thief use my iPad? Can he able to unlock my passcode? Can he restore my iPad? iPad's current status is Offline. Can Find my iPhone and Activation Lock works as soon thief tries to restore or unlock device? Please suggest me..

If you have passcode protect your iPad, it's not easy to break the code.

He cannot wipe or activate the iPad without your Apple ID and Password because your iPad is on IOS 7.

That person will need your Apple ID and Password to perform the following function:

1. Turn off Find My iPhone

2. Erase device

3. Reactivate device
