Can't add profile

Curious, has something changed with the Apple TV. I recently added a profile on my atv 3 that was updated the most recent firmware. I was able to go settings-general-send data to apple-turn to no then send data to apple highlighted and holding the play button and then I could add a profile. Now on another atv same firmware I cannot do it. It makes a sound when I click and hold play but does nothing. Am I missing something here. The only thing Different between the two is one is on wifi with no protection and the is on wifi with wpa or wpa 2. Thanks in advance.
