After upgrading my iphone 4 to ios7,im nt abl to share my mobile int ovr personal hotspot.previously i was abl to share my mobile data when my device was running on ios6.nw aftr switching on personal hotspot,my device is nt being recognized by othr device and pc via both usb& wifi.any fixes?!! :-(

iPhone 4, iOS 7.0.4

Try reseting your network settings.. Hope it works..

reset all settings
settings-general-reset-reset all settings
now reconnect to wifi
settings- wifi- click network name- enter password - join
if issue persists back up and restore as new via iTunes
