I can't reset my security questions

I can't reset my security questions. The email of the reset is not sent I tried many times but another things like changes in my apple account I'm informed about it in my inbox of my hotmail

They dont even have 24hrs custumer service suport *** how much money does apple make and cant afford to have a 24hrs support **** im having problem resseting my sec questions and its not sending it to my email wthell is going on im going around doing evrything fo like 2 hrs now and i cant buy anything from itunes
