Apple ID Is Disabled

My Apple ID Has Been Disabled For A While. When I First Noticed It Was Disabled Was After The IOS 7 Update And I Was Try To Download An App. I Have Already Reset My Password TWICE And Still Says The Same Thing; "Apple ID Has Been Disabled." I Had Done Some Research And Most Of The Time It Says That It Will Be Disabled If I a Typed My Apple ID Password Incorrect Too Many Times, Which Is True Even Though I've Only Typed it In Wrong 3 Times. This Is VERY Annoying Because Not Only Can I Not Download Apps, I Can't Update Apps Or Buy Music. PLEASE HELP!

I would be concerned too if I was not able to access my Apple ID, and thank you for providing the details of the steps you have taken to resolve this issue.
