What's going on with my iPad and my pc, photo stream issue?

I have an iPhone, iPad, and PC. I have iCloud on my PC. My issue is with my iPad and PC. (My iPhone works fine with my PC.)

My iPad photos will not show up in my PC's photo stream folder.

They do show up on my iPhone photo stream.

My iPhone photos show up fine in my PC photo stream, just not my iPad ones. I can't figure out what's wrong.
