IS THERE ANY WAY TO SWITCH TO A UK ACCOUNT TEMPORARILY SO I CAN DOWNLOAD ONE APP THEN SWITCH BACK TO A US ACCOUNT?

Follow this procedure:
1. Go to Settings > iTunes & App Stores > Apple ID.
2. Tap your Apple ID.
3. Tap View Apple ID.
4. Enter your password.
5. Go to Country/Region in the popup window to change to the desired store.

Is there a way to change it without having to put in a billing address.
Unless you have a credit card that is tied to a physical address in the country that you want to buy from, you will not be able to make any purchases there. So, you absolutely must have a credit card with a billing address in the UK.
