when i go to anything I have to double click it to get into it and Siri tells me what I hit. I want to stop that from happening

I am having a problem with my phone. Everytime I want to get into something like settings, it tells me what i'm clicking and I have to double click to get into it. To top things off I cannot scroll on my phone it will not let me.
