How do you restore wi-fi on iPhone 4s

After upgrading to iOS 7.0.4 today, wi-fi became disabled and cannot be re-enabled. Apple Senior Support Rep, Jermond was no help at all. He advised I would need to purchase a new phone. If you read other posts on the internet you will see a pattern. After reading other posts, and spending half a day trying to fix my wi-fi I tried calling Apple. They informed me it was now my problem, and that I would need to purchase a new phone. Apple's mistake will cost me money out of my pocket to fix it. I don't think that is right. Does anyone have a suggestion for fixing this issue, or is Apple going to turn their backs on their customers?

Oh, I should mention; my entire family has iPhones. We have been loyal supporters for many years. I regret that we are being treated the way we are, and may need to make a switch to another platform during the Holidays.
