Safari doesn't re-open with windows and tabs that were open when it closed even when designated in preferences in Mavericks

Mac mini, OS X Mavericks (10.9), Late 2012

There are 2 palces to check...


1. When choosing Restart, Sleep or Shutdown there is a checkbox you can check to "Restart Applications when logging back in"


2. In System Preferences > General there is "Close windows when quitting an application" should should NOT be checked.


Also, you can hold the shift key to disable resume on a one time basis.
