Alert Sounds

Why is it that my IPhone will sound off alerts for some apps such as twitter but not Instagram. Ive went thru all the sound settings and went into the notification center to make sure the sound is set to "ON". Also no matter what ringtone I set for tweets, for my Twitter app, in the Sound Settings it never changes. HELP ME!!
