I can't adjust the scale of my graph. If I type in, for example, 1,3; it puts 1. If I type in 0,6, it puts 0.
This is a problem as my graph has to take up all the space on the sheet and not juste a small part in the corner.

Select the graph as an object. Grab the handle at one of the corners and drag to resize the graph.

I haven't had any trouble entering decimal fractions into the custom scale Max and Min. I think we need more info on your situation in order to help you.

Perhaps you mean the rounding, or formatting, for the y-axis labels so your yaxis looks something like:
Select the graph then the "Axis formatter" on the right:
Change the Value labels to a Number and set the number of decimal places using the "Decimals" control on the right (I set it to one... but you may need more places)
