Tap Settings
Tap iTunes & App Store
Tap on your AppleID & Sign out
Go to your MDM App Store where you were requesting the App (To get your AppleID enroll in VPP)
Tap to request the App
Will prompt you for your AppleID & Password
Go back to your MDM App Store & Request the app again
Your app should start downloading on the device now.

I'm having an issue with this as well.
I'm using Meraki with 20 iPads and currently 3 are having issues. I was trying to update my iOS and the app software I was using.
I have 1 device that is running 8.1.3 the user status is associated but for some reason it is not licensed anymore, but it should be as it was before I did the iOS update. How do I force it to be licensed again?
The other 2 devices: one is running 8.1.3 and the other 8.2. Both are associated and licensed. But the app is not visible on the devices. It disappeared when I tried to use the Meraki MDM app to update the mobile app I had assigned to the devices. According to the Meraki system (both the website and the mobile app) the app is installed on both these devices but it is not visible.
Any ideas?

Nov 5, 2015 3:18 AM in response to CBMAA Managerby ilipesha,Had this issue happen with just 2 apps (Hairy Words 1 and 2).
- Code: 12023 Domain: MCMDMErrorDomain The iTunes Store ID of the application could not be validated.
Only solution was to assign the app to the device in Meraki as usual, and license the user, and then manually search in the app in the store on the device and install that way.
