Managed distribution and Apple ID issues

I am using managed distribution with VPP and MDM, but all the paid apps are not pushing out to devices. Only the free apps are pushed. I think the issue has to do with the student apple ids created with no credit card info. Is this a bug...

Same issue here too. The only workaround I've found at the moment is to create a single Click and Buy account with a pre-paid credit card (pre-paid with zero balance, so that nothing can be 'purchased' unless via a VPP distributed app, also so nothing can be bought in error/in app purchases etc), and assign the Click and Pay account to each Apple ID. Bit of a pain when working with over 150+ devices though. Hope Apple resolve this quickly, feels like the move to Managed Distribution via the VPP Token is more buggy than the easy solution it promised to be.

This is a pretty serious issue, I'm not in the same boat with these apps but since this is something that was changed with no warning you should probably reach out directly to apple tech support to see if this was simply a bug or intended change. If it was, this will at least put them on the spot to provide a workaround or an official answer to why this no longer works. Enterprise support usually has a 10-15 minute hold time and could get this answered much quicker than the forums as this appears to be affecting multiple users.

I have just logged this with Enterprise who advise they have escalated the issue. I was advised that paid and 'gone free' apps that are no longer free should not trigger a 'requires credit card' request and they will investigate. my initial thought was that having bought several 100 licenses of a 'gone free' app that now had a price again was the problem apparently not.

Advised: VPP Managed Distribution should not trigger a requirement for a credit card on an enrolled Apple ID.

I have also told the Enterprise team, that there seems to be a few users on here with the same problem. He's not had any other calls. Therefore if you are being asked for credit cards when using VPP managed distribution - log the call.

The number to ring to log this is 0844 209 0611

Ask for Enterprise

The chap I spoke to was David Cronin.

I will post their response once they get back to me.

So apparently sometime late afternoon-overnight the app pushing has started working a bit. We have 4 paid apps that we use that have not been working as part of this Managed licensing issue. This morning they all seem to be working now. One of the 4 didn't work for the first 10 minutes or so but then just started working as I am typing this up. Very excited to see this functioning at the present time and I hope that it will continue to keep working.

The only hang-up I am noticing at the moment is if any of your AppleID accounts got fudged up during this mess and are requiring you to put credit cards on file. I resolved the one I had by entering a credit card and then immediately going to the payment settings (in a browser) and then selecting none again as the payment method, effectively deleting the card from that users Apple ID.

Let me know if you have any questions for me. So far I haven't received any communications from Apple support regarding this working at the moment. Just crossing my fingers it will continue to keep working and that it is not just 'turned on' briefly while they test.

Hey Mark,

Yeh, I really can't be sure if there are other things that are still being tweeked with 3rd party MDM providers, assuming that's what Meraki is. I would just keep testing it throughout the day and see if it ends up going anywhere.

Also, you might try wiping the device (if feasable) you are trying to distribute apps to.. Just shooting in the dark here. Haven't tried to push anything in the past hour or so, so hopefully it hasn't gone back down. I will test another iPad here shortly and respond back.

Oh, I should mention that I'm using a Mac Mini Server, running Profile Manager, where the iPads are configured with the certificates through Apple Configurator.
