New iPhone 5S camera roll is permanently stuck "downloading" old photos

This has been going on for several days now, eating data and chronically draining the battery on a brand new phone.

It is also causing the battery to overheat as, presumably, it's trying to do simply too much while charging.

The problem began while restoring apps from my old phone, via iCloud. Camera Roll was not selected to do this as I back up the photos elsewhere. Nonetheless, they started coming and they keep coming.

I selected the 'cancel restore from back up' option in order to install the latest OS. The photo downloading continued.

I bulk deleted all of the photos that were yet to download (several thousand), but still the spinning circle and "download" continues to display.

Any ideas?

Hello job06ac,

Congratulations on your new iPhone 5s! And thank you for providing the details of the issue you are experiencing when restoring your iCloud backup. iCloud backups can take quite a bit of time to restore:

The restore process is taking a long time to finish.

Even with a fast Internet connection, the restore process may need 1 to 4 hours per gigabyte to complete.

If you are still encountering the same issue, it may be that the restoral of the iCloud backup was interupted. You may want to restart the process. I recommend restarting it before you go to sleep so that it can complete through the night.
