Help me... My iPad mini discharged about 3 hours in surfing internet.

Try resetting the iPad by pressing the "power" button and home button at the same time for about 20 seconds or until the Apple logo appears, then let go of the buttons. Apple's support page page http://support.apple.com/kb/HT1430

You said the iPad was in airplane mode and still discharging while asleep. There are some settings under General that will run while your iPad is sleeping. Turn off Background App Refresh to see if that is having an impact on your battery life. Turn off some of the settings to Spotlight Search to see if that will help, but remember, Spotlight uses the database of keywords it creates from your stuff so you can find it faster if you need to search for something.

You are already aware that the radios will suck the battery life pretty quick, so make sure your Wi-Fi signal is as clean as you can get. Reboot your Wi-Fi hotspot to find a better signal, the dirty signal will slow your connection and the iPad will boost power to the radio for a clean signal. If you see a lot of hotspots, you will have interference from your neighbors. If your hotspot can run the 802.11N protocol and has the 5ghz radio, make use of it. There are many more channels available in 5ghz.

Some ideas to play around with, but if you still experience poor battery life, you might need to take the iPad in to Apple for service.

I wish I had better news, but the Reset will usually clear up a random fast battery drain and if your iPad's drains fast regularly, then it might be a hardware fault.

Could be the charger, cable or iPad. Plug the USB cable into your computer. It may say "Not Charging", however, it is charging slowly and will verify that the cable is good.

Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.

Apple recommends that once a month you let the iPad fully discharge & then recharge to 100%.

It will charge to 100% in 4 hours 2 minutes. The new iPad has a larger capacity battery (42 watt-hours), so using the 10W charger will obviously take longer.
