My friend has in iPhone 4, I have an iPhone 5. Whenever I call her I get the message "This person's phone is switched off. Please phone later or send a text" Her phone is never turned off and this has been happening for the last 3 months. How can she unblock my number?

I tried this and it doesn't fix my problem. I still have friends that consistently get the message my phone is switched off. They are not on my blocked list.
