I pre-ordered a book. It was my first time doing so, and when I got my email notification, I went to download it but it wasn't there. I searched and found the book but the only way I could download it was of I paid again. Is this normal? How do I fix it?

It sounds like you are trying to download your pre order, but at the product page it is not possible to download. I would next try checking for available downloads:
Alternatively you can use the "Check for Available Downloads" feature in iTunes on your computer by choosing Store > Check for Available Downloads to begin downloading your pre-order.
