I am getting IP address conflicts with airport express. Can only connect about 4 devices

I have a time warner router connected to Airport extreme and two airport expresses in my home. I am only able to connect about 4 devices and then other devices drop off or I get a message "another device is using this IP address" Can anyone help with this?
