Why can't I track my iPhone 4S using the find my iPhone app when the phone is turned off?
The find my iPhone app isn't that useful unless it can track the cellphone even when it's turned off

Because off on an iPhone is off...nothing works, & Find My Phone requires your phone be powered on & connected to the Internet.
You need to pay attention in school kid. If the phone is turned off, how can it possibly be traced?
If the phone is actually turned off (as opposed to just sleeping), all the radios are also off, so there is no way for the service to locate the phone.
Think about what are asking for a moment.
How would you expect a device that is turned off, and as such not active or connected to anything to be traced?
When the iPhone is off, its a nice shiny brick.
How would you track a brick?

And the answer remains the same, both here and in your other thread on the question: if it's turned off, there's no way for the iPhone to communicate its location by any method. How else could it be located? Magic?
