I cannot activate my iphone 4 with my apple id after restore

Thanks for the question. Is there a possibility that your iPhone was activated with a different Apple ID? Remember that Activation Lock utilizes the iCloud account. If you continue to have issues, see these articles:

this sime card that you currently have installed in this iphone is from a carrier that is not supported under the activation policy that is currently assigned by the activation server.

Hi Matt!

I can open icloud perfectly with the apple ID/ password provided to me by the previous owner of the iphone4,but It still tells me that I cannot use the apple id/password to activate the iphone.

I can log into the icloud with the applie id it says the iphone is registered to but then there is no devices showing on the list. I can't activate the iphone with the appleid it is showing nor can I remove it from the icloud. Not sure what to do to activate the phone?
