iphone 5s bluetooth not working on iOS 7.0.4

Enabling bluetooth - get report that its searching for devices, but nothing shows. On my iPad Air with 7.0.4 it doesn't see the phone. the iPad Air sees all other devices. I had the Air/iphone paired earlier with no problems. I've removed the pairing but the iphone continues to not detect any devices, and no devices see the iphone.

Is it possibly a h/w fault or could it be s/w? I don't want to reset the phone unless I really have to.

I've been on with Apple Chat and reset the device several times. One thing they didn't point out is that the Personal Hotspot/Tethering has to be enabled before selecting/checking the bluetooth setting. Are you suggesting that the bluetooth settings page will not list any ios devices unless they've only be added via the Personal Hotspot/Tethering?

I do not use tethering, so I could not answer that question. The best I can do is provide you with that support document which is for troubleshooting Personal Hotspot. To my knowledge, and remembering what I have read in other posts, I am of the understanding that you have to activate the hotspot first. I don't know that you pair the two devices until after hotspot is active. Here are the only two other support documents I'm aware of for Hotspot usage. Maybe they will help.
