Nov 27, 2013 5:08 PM in response to ckuanby Mkgojets,I tried all those steps, and it still doesn't work. I still get a message saying it can't load the article because I'm not connected to the internet. The step where I go to a secure website to see if I have access to the two ports is confusing. The link leads me to the manage my Apple ID page and gives no indication what to do next.

You do not have to configure iPhone ports for a secure website unless the site is meant for your computer.
All you need is username and password.

Nov 27, 2013 5:32 PM in response to ckuanby Mkgojets,I have no issues surfing the web. It's the Safari Reading List that's my problem. When I save an article on the reading list, and try to read it on a plane or the subway when I have no internet connection, the article won't load. The whole point of the reading list is to be able to read articles offline and I can't do that.

I feel like I've explained this problem clearly several times and I still can't get a clear answer. Is there a solution to this problem or not?

Maybe it was not downloaded or there is something with the secured website.

I have the same issue with my 4S/IOS 7.1, reading list would try to load pages from Internet rather than load them from cache, if I turn off Data Usage for Safari/Turn off Data Altogther - they would load just fine! Like you said, it defeats the pupose of Reading List...Any Resolution?

You need two things:
Settings>Safari>Use Cellular data for reading list
Settings>iCloud>Safari - it will merge Safari data with iCloud.
Now there seems to be an issue with this switching off automatically. It did it as I watched once. Not sure why and I did have to go back and set it again so this may not he a complete fix but I think we are closer that the previous suggestions.
I don't like that my reading list is saved on the cloud, unnecessary and not private but there you go. That is Apple for you.

Nov 6, 2014 4:31 AM in response to Gingahippyby Mira alexae,this happens to me too. but i learned of a new way to do it. i saved a page in my reading list and then open it again with the internet, then i closed the internet and the app(do not close the tabs), not just closed but also removed it from the background, and then i tried opening the app again and there it is!
