My update is taking 45 minutes. Is this normal?

I turned on the Apple TV and it said it needed to update. 50 minutes later And it is still updating and is only at step one preparing the update. This seems extraordinarily long. Is this normal?

Yes, it's longer than it really should be, however I'd be inclined to think it's not to long to start thinking about pulling the plug in the middle of an update.
