If you own a computer that meets the minimum hardware and software requirements then you do not have to purchase anything. If you do not then you must upgrade to the minimum requirements. Do you actually find that strange?
http://www.apple.com/icloud/setup/ has the minimum requirements at the bottom of the page

I have OSX 10.8.5; iPhoto 8 so I have to spend money but on my PC I was able to do it FREE....so a mac product has to pay but a PC you don't. That is odd. I would think to keep mac users happy the features would be free just like on a PC. This should have been included in that upgrade (which I had to pay for as well). But again...on my PC its free.
there is no Iphoto requriement on a PC so why on a mac!!!
