.m4r file under 40sec not appearing in Tones section?

I made a ringtone (.m4r formatting and all) but whenever I drag it into iTunes it automatically places it in the "Music" section and won't let me drag it into the tones section. I'm not sure what I'm doing wrong and I've tried a bunch of methods throught the itunes discussions board but none seem to help. Thank you to anyone who can help me with this!
