Green and grey stripes during a skype video call from an iPad mini retina

Hi everyone, been browsing the forums but found nothing.

When making a video call from my ipad mini retina the person who I'm calling, I see my image from the FaceTime camera well. However, the person I am calling sea green and gray stripes instead of my picture. In 10-40 seconds they start seeing the video of me.

Has anyone else experienced this?

Skype video calls on all my other devices - ipad 2, iphone 5 - work good
