other countries have FaceTime removed and permanently blocked. Such
iPhones will never have FaceTime, even if no longer in a country where it
is prohibited.

That device will never have FaceTime enabled, due to the restrictions put into place by the local government of where it was sold. In order to use FaceTime, you would need to get a different device entirely.
