Mavericks has slowed down EVERY single application I owned... including my internet speed. I wish I could have never downloaded this OS. No matter how many updates I've done, nothing has changed. Any suggestions on how to improve preformance.

How did you install Mavericks, as un upgrade over an existing OS or clean install?

I did a clean install on my MacBook Pro. I have not noticed significant difference in speed compared to the previous Mountain Lion.
That could be the cause of your performance slow down.
I have exact the same problem, everything just slowed down.
I am thinking to add a new SSD to my Mac Pro and make a fresh install of Mavericks on the new disk, then gradually transfer all data and apps over the new disk, and in the meanwhile I can continue using the actual SSD with the upgrade install.
Anyone knows if a dual boot is possible with Mavericks?

What do you mean dual boot. Two Mavericks on the same disk?
No, I mean two different disks, each one with one mavericks, then on startup choose which one to boot.
How safe is downloading this app onto my MAC?
Of course it is possible.
If both disks are bootable you can hold down the option key when you restart and choose which drive to boot from,

There will be many differences that can affect performance (like the absence of 3rd party bits and pieces) but it's a reasonable indicator.
FYI
I have now upgraded 7 various Macs (MBP's Mini's and iMacs) to Mavericks, all were upgrade rather than clean installs. All of the Macs are faster than they were, regardless of the OS they started with.
Yes of course you are right Csound1, but before upgrading my mac pro worked like a charm, then dramatically slowed down as soon as I made the upgrade.
I use an SD card, where I installed Mountain Lion for testing purposes. I can choose which OS to start as Csound1 explained.
On the Mountain Lion's SD card I also edited the /etc/fstab to exclude the automount of the internal hard disk, to avoid misuse of the main OS.
