How do you fix Notes on the iPad when it is closing immediately after being tapped to open?
This sounds crazy but worked for me. My notes keep closing like yours, so I said "Siri, open notes." I haven't had any problems with notes again.
Try force quitting the app. Double tap the home button. Scroll sideways if needed to get the preview of the notes app on the screen. Flick that preview up and off the screen. Single tap the home button to exit the mode.
Then try to open it again and see if it'll open.

Try reset all settings
Settings>General>Reset>Reset All Settings
Note: Data will not be affected but settings will be reset.
Have you tried to give the iPad a reset? Hold down the sleep and home keys for about 20 seconds until the ipad reboots and see if that helps.
